The cost of the child and human capital

A study entitled “Children’s Account”, published in France by a statistical agency of the social ministries, aims to quantify what tax and social security provisions provide as “benefits” to persons with dependent children. However, this study ignores what raising children brings to society as a whole. An objective economic analysis requires the introduction of the concept of human capital and investment in human capital, and the consideration of Alfred Sauvy’s scientific arguments.
